The Bengals aren't wrong in this negotiation battle. The Bengals, just like every other team in the NFL, have a rookie salary pool. They only have so much they can give Andre Smith. The Raiders apparently underpaid other slots in their draft, and gave more to Heyward-Bey. It's not the Bengals fault that the Raiders did what they did, and it's not fair to expect them to pay Smith more. It's simply not realistic.
